Here's how good Vice City is, you can PLAY a version of crazy taxi in it (which is essentially what Simpsons Hit & Run is), but you also get to use guns, run down pedestrians, race boats, fly helicopters, wage gang warfare, blow up buildings, chase down Mafia goons, and just about anything else you can imagine.
Simpsons Hit & Run is very humorous, but so is Vice City. If you're tired of 80's pop and hair metal, take a stroll over to the Vice City public radio station for a few laughs, or read one of the many billboards scattered around the city, or take some pictures as Congressman Shrubs dresses as Martha and keeps company with famous adult actress Candy Suxxx.

Better Off This Way
Vice City is probably the worst 3D incarnation of a GTA game, and it is head and shoulders above that Simpson's thing. And not just because you can do what you did in Simpsons but better. People misunderstand the appeal of GTA and why it became so beloved. Decent graphics, poor shooting, good driving, motorbikes, shops etc.. not a spectacular thing about it. It's not there being some amazing facet of the game, it's simple because you can do ALL of those things and much more in a semi-realistic setting. It's not like anything offered before it.
Adding to that the radio with loads of great memorable tracks and this was a great follow up to GTA3. I go back now and it's probably aged the worst of them all but in it's day it stood arms crossed towering across the gaming world. Everyone had this game. Just like everyone had the one before and after. It isn't going to be put down by a game of a lesser calibur.
