Simply put, they ran out of first for the women's to do and they one day announce they were doing a women's royal rumble. That's the simple version. Also they needed something for Ronda rousey to make her debut since she made her debut after the first women's rumble.

The women's Rumble has been a solid addition to the PPV. It feels more worth the money with two of them. And twice now it's been better than the men's on the same night.
