Uhhh.. Have you ever heard of Hogan, Austin, Rock, or Cena by chance?

Uhhh...very night and day. Hogan was a natural heel that became a face after his role in Rocky III and his tour of Japan that catapulted him into stardom. He was buoyed along by the WWF marketing machine. Same with Rock and DEFINITELY with Cena. Austin got kicked up with ECW and was booked as a tweener with WWF/E. Furthermore, the latter three had much of their dialogue scripted, with a creative department behind them. (Remember when Stone Cold was made to look like Mr Freeze in Creative?)

Guess who did the marketing for Dusty Rhodes? Dusty Rhodes. Guess who wrote the promos that Dusty Rhodes cut? Nobody! Dusty took a bullet or two, and put his own dialogue around it. Do you think someone wrote his legendary "Hard Times" promo? NOBODY could write that and had Dream deliver with such sincerity and passion. Today? That promo would have been chopped, re-worded, re-shaped, and had Dusty shout out nonsense. Today, Creative has about 2-3 floors of Titan Towers. Jim Crockett, Sr. ran his ENTIRE promotion for the Mid-Atlantic Territory out of the back of his BAR! Creative? "Dream" Jim Sr. would say, "Use these points." And Rhodes would be handed an index card that would say this: "Flair. Injury. Return." And, Rhodes would have to cut a promo in 5 minutes after he received the card!

What I am trying to say is that the four you mentioned were basically manufactured by WWF/E. They became "face" because WWF/E wanted them faces. Rhodes, on the other hand, had the charisma and sincerity to be a face NATURALLY. Look at everyone on this board. How many posts do you see calling on Cena to become a heel? How many went for The Rock as a heel? For Hollywood Hogan? For Austin?

Now, how many would call on ANYONE to make Dusty Rhodes a heel? I would bet NOBODY. Reason is that he was a very natural face. And, you believed it. And, he sold out arenas nationwide because the people believed in HIM. When you have the command of fans like that, how can you NOT be called one of the greatest faces of all time? He definitely was the best face of his era. He would even be the best NATURAL face today. That is how great Dream was.
 
Triple H is getting the win here. Obviously, Dusty Rhodes was a huge influence to the Pro-Wrestling business, but Triple H has accomplished more in the ring than Dusty. Someday he might be influential as well, just as how he has been influential to the NXT Roster. The day is far away for Triple H.

On side note, Cage Matches are, in my opinion, Triple H's den. One can't beat him quite easily when locked inside a cage with him.
 
When Dusty was at his best, Hogan was still playing bass in Southern Florida bar bands, Austin was in high school still hoping to get laid for the first time, the Rock would get a treat of going into the locker room with his dad and meeting the wrestlers if he finished his vegetables (as long as it wasn't too far past his bed time), and John Cena may or may not have been potty trained yet.

In other words... Dusty's peak in the 70's was before any of these guys time.

So? Just because he came first doesn't mean he's the best.
