Apparently the answer is that Hogan can cell, but as each Hell In the Cell match devolves into a contest where each competitor hits each other back and forth with chairs, he doesn't cell as well as Brock. There was also a match once where Hogan lost in his prime to a bad guy when the bad guy got help, and Occam's Razor tells us that the most complicated, least likely solution is usually the correct one, or something like that.

Also, Batman lost a fight once.
